Dumisa Ntsebeza is one of South Africa’s best known human rights' lawyers and the former head of the Truth and Reconciliation Commission Investigations Unit. Terry Bell is a Cape Town-based freelance writer, columnist and editor who was banned and in exile from South Africa for 27 years…As the idea of the TRC took clearer shape, the religious undercurrent persisted. A cardinal issue was the right to amnesty. It was based on the concept of confession leading to absolution. The systemic nature of apartheid was also clearly not at issue. Apartheid was to be regarded rather as a sin, with its roots in frail human nature. Individual victims and confessing perpetrators would be the focus. It seemed inevitable that churchmen would lead TRC, when its final composition was decided.
