A cardinal issue was the right to amnesty. It was based on the concept of confession leading to absolution. The systemic nature of apartheid was also clearly not at issue. Apartheid was to be regarded rather as a sin, with its roots in frail human nature. Individual victims and confessing perpetrators would be the focus. It seemed inevitable that churchmen would lead TRC, when its final composition was decided.
